Pakistan Plans Unified ‘Super App’ to Streamline All Public Services

ISLAMABAD — In a major step toward digitizing public services, Pakistan is preparing to roll out a national-level Super App and centralized web portal designed to offer citizens and businesses streamlined access to a wide range of government services—all from a single digital platform.

Spearheaded under the Digital Economy Enhancement Project (DEEP), this ambitious initiative aims to consolidate services from both federal and provincial departments into one unified, user-friendly system. The goal: eliminate bureaucratic barriers, modernize public service delivery, and promote transparency across the board.

One App, All Services

The government envisions the Super App as a one-stop digital gateway—accessible via both mobile and desktop—for everything from paying utility bills and accessing tax records to applying for licenses and tracking application statuses. Citizens will no longer need to navigate multiple disjointed portals or wait in long queues at government offices.

A qualified consultancy firm will soon be selected to lead the app’s development and deployment. The firm will be tasked with designing a secure, scalable, and modular platform built on proven Super App frameworks.

Designed for the Citizen, Not the System

At the heart of this initiative is a citizen-first approach. The platform will offer 24/7 access to services, support multiple languages, and work across devices. A key feature will be single sign-on authentication using Pakistan’s national digital identity system (such as NADRA’s digital ID), allowing users to log in securely and access personalized dashboards without repeated registrations.

This move is expected to significantly improve digital inclusion, especially for people in remote areas who have limited access to physical government offices.

Breaking Silos, Boosting Efficiency

Currently, many government departments operate in isolation, using separate systems that don’t communicate with each other. The new Super App will change that. By introducing a unified digital architecture—complete with shared data layers and standardized protocols—the app will promote interoperability across ministries and departments.

Digitized workflows, real-time updates, and status tracking will replace slow, paper-based processes, saving both time and taxpayer money. The system will also open the door for better compliance and more efficient revenue collection by simplifying payments of fees and taxes.

Built with Security at Its Core

Data privacy and cybersecurity are major pillars of the project. The app will adhere to international standards like GDPR and align with Pakistan’s upcoming Personal Data Protection Bill. Biometric authentication and end-to-end encryption will ensure user data is protected and service access is secure.

Ready for What’s Next

While the platform will initially launch as a free service, it’s being built with the future in mind. The modular architecture will allow for easy integration of third-party services, and features like advertisements, subscriptions, and in-app purchases could be introduced down the line. This positions the app as not just a service portal, but a potential revenue generator for the government.

The consultancy partner will also be responsible for training local teams and ensuring a smooth handover, so the system can evolve without external reliance.

A Big Leap Toward Digital Governance

With the launch of this Super App, Pakistan is positioning itself to take a significant leap forward in e-governance. If executed effectively, the project could mark a shift toward faster, more accountable, and citizen-centric public services—delivered right to the fingertips of millions.
